There is a huge difference between the flare inshore recreational boaters carry and those used offshore to the SOLAS specifications (Safety of Life at Sea).

Offshore handheld flares burn at around 15,000 candlepower (cp), whereas a normal recreational flare rates around 700 cp. A SOLAS-rated handheld red parachute flare reaches nearly 1,000 feet, burns nearly a minute at 30,000 cp and can be seen from 20-plus miles away. Typical recreational types produce half the light and height.

Never test fire your flares, it’s illegal.
